According to Neopets.com's "About Us" page, Neopets first began back in 1997, only to launch in 1999.

Outline

At the time, Adam Powell and Donna Williams were college students attending the University of Nottingham. While the exact details remain unknown, in the September of 1997, Adam would share his idea with Donna, at which point the site would begin development.

Where as Donna was in charge of the site's art and characters, Adam programmed the foundations of the site still existing today. Development went through 1998 and lasted until 1999, when the site officially launched.

In Neopia

Theoretically, Neopia pre-exists the actual development of the site. ; there is no telling how long Adam had the idea, nor if the exact date of development is confirmed.

This period is also known as 1 BN, One Before Neopia. The next year would establish itself as Year 0, and takes place in 1998.
