As the development of the site began in late 1997, and the site launched in 1999, this year would be significantly the longest during it's development.
In Neopia[edit]
Theoretically, Neopia pre-exists the actual development of the site; there is no telling how long Adam had the idea, nor if the exact date of development is confirmed.
This period is known as Year 0, as the dating system would take a turn from the Before Neopia system to the Year System. The next year would establish itself as Year 1, and takes with the site's launch in 1999.
