At the time, [[Adam Powell]] and [[Donna Williams]] were college students attending the [[Wikipedia:University of Nottingham|University of Nottingham]]. While the exact details remain unknown, in the September of 1997, Adam would share his idea with Donna, at which point the site would begin development.

Where as Donna was in charge of the site's art and characters, Adam programmed the foundations of the site still existing today.<ref>http://www.jellyneo.net/?go=donna_interview</ref> Development went through [[1998]] and lasted until [[1999]], when the site officially launched.

Theoretically, [[Neopia]] pre-exists the actual development of the site. ; there is no telling how long Adam had the idea, nor if the exact date of development is confirmed.
