They most likely use a mixture of programs. Because each program normally offers a range of different skills. Using only one would be kinda stupid IMO. Especially since they can definately afford their own copy of Adobe.
I don't see anything wrong with using more than one program. I'm just suggesting one that can change colors easily. For example they can make their color fill templates in adobe illustrator, change the base colors by creating swatches, and then export it to photoshop to add in the details like clouds, etc. That way there wouldn't be any holes in the color.
That is unless they don't use the edit paths option and have like 50 different sub-layers to select
I use a blend of programs too. Some of the ones I use are Adobe Photoshop, Adobe illustrator, and Paintshop Pro. Sometimes I start in illustrator and finish in photoshop, and sometimes go back and rework it in illustrator too.
