Kell is a Chomby and leader of the Spooky Shindig Society who appears in the 2013 Spooky Food Eating Contest.
Tippens seems to be cowardly at times, often stepping back and allowing others to take care of the problem. Still, he is shown to have a kind heart towards others, even when they might not be so nice towards him.
He is a resident of Neovia, often hosting events for the Spooky Shindig Society. In Y15, he decided to host the first annual Spooky Food Eating Contest.

Tippens first appears at the beginning of the 2013 Spooky Food Eating Contest.
Spooky Food Eating Contest

Tippens is first seen acting as the judge of the Y15 Spooky Food Eating Contest, awarding prizes who users who cheered and booed contestants. However, when things began to go wrong, Corbin & Kell stepped in to set things right.
Throughout the course of the event, Tippens assists the monster hunters with their various endeavors.
Aftermath
At the conclusion of the event, when asked by Baffington, Tippens states that he may risk it again next year and hold another Spooky Food Eating Contest.
