Mr. Chuckles was attacking a city in Neopia, and [[Judge Hog]] intervened. After Judge Hog mocked him and his attempt at being a villain, Mr. Chuckles released a volley of creme pies, which turned all the [[Neopet]]s around him into mind controlled clowns, overrunning Judge Hog. Players had to save Judge Hog from Mr. Chuckles hidden base, where he was about to be eaten by a pack of monstrous [[Noil]]s.

Mr. Chuckles is a clown who used to be popular until Theme Parks disappeared from Neopia (and Neopets itself). Has been practices his skills since then, but has now become a Villain and an inventor of many dangerous weapons.
