The Disgruntled Townspeople is a collection of 3 Neopets from of Neovia (Elephante, Wocky and Kacheek) who were mutated during The Tale of Woe, and were a Battledome opponent as well. Two of them seem to be in Bruno's Backwoods Breakaway.
History
The Disgruntled Townspeople appear as a Battledome Challenger during the Tale of Woe.

After being mutated by Krawley, the people of Neovia turn into vicious and harmful creatures.
During the plot, the user had to fight the Disgruntled Townspeople in the Battledome in order to gain extra plot points. At the end of the plot, they were assumingly returned to their natural forms like everybody else.
