The Soup Faerie offers free food to your Neopets at the Soup Kitchen. Anyone with under 3000 Np can get food there but if you have more than that amount in Neopoints (including your Bank Account balance and your Shop Till), she will not serve you.
The Soup Faerie is a kind and gentle soul. Unlike the other faeries, she cares very little for her own appearance, preferring to spend her time helping the starving pets of Neopia.
