Mr. Chuckles

Mr. Chuckles is a clown who used to be popular until Theme Parks disappeared from Neopia (and Neopets itself). Has been practices his skills since then, but has now become a Villain and an inventor of many dangerous weapons.

In Mission 1 of Defenders of Neopia, Mr. Chuckles was attacking a city in Neopia, and Judge Hog intervened. After Judge Hog mocked him and his attempt at being a villian, Mr. Chuckles released a volley of creme pies, which turned all the Neopets around him into mind controlled clowns, overrunning Judge Hog.
