Keep in mind that Windows Vista as of now has undergone numerous fixes since the hideous wreck when first released.
On top of that, they were only shown it. The ratings for just looking at Vista were of course higher before people actually got it and discovered the endless slew of hardware and software conflicts, annoying 'security' features, etc.
So yeah. Mojave shows very little, just the suprising fact that 90% of the people couldn't even recognise vista (though this as well proves nothing, Windows 95 and 98 graphically looked identical).
Well, the most significant improvement came with Service Pack 1, I think. Vista was tons better after that. I liked it before but I absolutely love it now. It was Microsoft's fault for pushing it out in the state it was in though. Vista with Service Pack one is pretty good, and deserves that approval rating. Despite the hardware and software conflicts, and security features, which have been significantly reduced.
Microsoft's one of those things that gets better with time.
I've been using it since Beta or one of the early releases, I can't remember, it's been good to me. And I can imagine that Vista is way easier for new users to use. The functions are a lot less convoluted and organized better in Vista, and the new start menu is heavenly.
