I think it was said that you could block ads, but you couldn't do things like block item images to restock quicker. There's an editorial question about it somewhere I think, but on't have time to look for it now.

On the topic of ads, I remember a while ago someone said that blocking the ads is against the rules at Neo because it gives you an advantage over other users. Did that rule change or was it just a rumor that you couldn't?

Using adblock to block ads - fine. Using adblock to block images of less profitable/"junky" items while restocking - bad, very bad. That's the unfair advantage. Using adblock for anything but just blocking the ads. This was found out the hard way by someone who posted on a board that they'd been blocking items in shops because they thought it was allowed (since using adblock is allowed).

As far as I know, from reading older articles (when the banner ads started), a site basically "sells" space on their site to the ad companies. The ad companies are supposed to filter their ads to be age/site appropriate. I would guess that most sites trust the ad companies to make sure the ads shown are ok.

Fortunately (or unfortunately, if you see it that way), Neo has a place for us to alert them/report bad ads so they can be dealt with. Not all sites have that, and I've seen some pretty shocking ads on what are supposed to be "family friendly" sites.

Neo is definitely anti-popup, though a few of those have sneaked in. When reported, they seem to disappear pretty fast.
