Well, this is a total guess- but it might be some kind of war prize.

Having a certain number of points gets you it?

No.. everybody gets it for these 2 days. Then only people who've unlocked it can use it after.

The news says it's available for everyone for today and tomorrow: after that, it has to be unlocked.
