I was in a shop and I got a message from my browser saying the shop had elements I specified i didnt want to be downloaded or something to that extent. Could that have been a cookie grabber? I deleted cookies and changed password just in case

There probably aren't cookie grabbers on neopets, as you would probably have to make one in PHP, or JavaScript. Even so, Neopets has a limit as to how many characters you can have on your shop, guild, etc.

Hmm, I don't think so. I'm not sure that actual shops had cg, but when outside links were allowed there were mean people who had clickable links to a site with them.

If you have all the IE updates (if you use IE) you should be safe from cg.

There are other things that people somehow use as a way to scam people in shops, such as some sort of "overlay" so items look much cheaper than they really are. But even those are, I believe, pretty rare these days.

And I've heard Firefox ruins that scam, anyway. So the only way you can get scammed by that, is to not check the pop up that comes up when you're trying to buy something. :P
