It depends on the type of challenges, for example, a challenge like "create an avatar" will not be judged on a "first-submit-first-win" basis, while a challenge like "find the answer to 2x2" will be judged on a first-correct-answer-submitted basis.
I am also interested in hearing challenge suggestions. If you have a cool idea for a challenge, do PM me.
