yes acara. No to fyora (not a PET), yes to all days featuring a pet where there is no other day for that pet.

My theory is that it's based on the Pet polarity (found at http://www.neopets.com/topneopets.phtml). Shoyru(1st in line) is the most popular, Krawk(2nd in line) is the least popular, and Kougra is the 3rd most popular and the 3rd in line.
I think that
If their order in line is an odd number,
Numberoftheirorderinline=?th most popular pet
and
if their order in line is an even number,
Numberoftheiroderinline=(51-Numberoftheiroderinline)th place in popularity.
Example, if yo uwanted to find which neopet is the 5th in line, you would see that 5 is an odd number. If "Numberoftheirorderinline=?th most popular pet" is true, then the 5th in line is the 5th most popular, Gelert.
I hope you somehow understood all of that. I'm not good at explaining things without graphics and stuffs.
This is only my theory and is therefor not 100% right.

yes, but that method is hard to follow without four pets in line. I found a sequence in the site somewhere where the first three pets are Shoyru, Krawk, Kougra, and many of us are going by that method.

Now then. I dunno if everyone's still going on about years and all, but here's my say.
Right now, up until November 15th, it will be year 6. After November 15, it will be year 7.
IT IS year 6 RIGHT NOW because at the top of the Calendar page, it says:
The current date and time is 13th day of Storing, Y6.
Therefore, the 5th Neopet's B-day celebration will NOT be in a few days in ANY situation. It will have been Nov. 15, 2003. Thusly, the Yurble, the Bori, and the Ruki will NOT have been at the party and can NOT be counted.

The 5th brthday is in the sixth year. think about it. If you were born in year 1, when is your 1st birthday? Year 2. Therefore, the 5th birthday has not yet happened.
