Its full of items right now, but dont see any of the ones you ask about. Do you have to have exact change when buying them ?

Nope. I bought a Snarhook once with 2 Two Dubloon Coins and I got a One Dubloon Coin as change.

From what I gather, there isn't a predefined restock time but I may be wrong.
