The Petoot is a species of quail-like Petpet. Petoots make a high-pitched call when scared.
The Petoot was originally one of the fifty fake Neopets made for 2005's April Fool's Day joke. The Neopets Team later decided that the Petoot was popular enough to be made into a Petpet.
