Plesio is a Tyrannian Flotsam and was a member of the council of elders. He was the captain of Tyrannia's sea division during The Tyrannian Invasion, and currently looks after the Wheel of Mediocrity. He was given an art update on July 21, 2010.

Trivia

In addition to a NeoDeck card, Plesio is featured in a plushie.
Since Plesio existed before user-painted Tyrannian Flotsam were created, the fact that they did not look the same prior to his makeover was due to The Neopets Teams' decision to keep Plesio's personal appearance distinctive.
Before the Wheel of Mediocrity Neopedia article was updated on August 5, 2010 confirming that Plesio still ran the wheel, there was some confusion as to whether the "new" Flotsam was indeed a made-over Plesio or a completely different character.
Plesio is still visible in the Town Hall in his original design.
