Faerie Quests are given out as Random Events. If you get one, you are lucky, as most only get one a week or so. In the earlier days of Neopets, they were given on request, but this system was replaced with the random event method, presumably because some users were abusing the privilege.
These quests are given out by Uber Faeries, extra powerful versions of the basic Faeries. Uber Faeries ask users to retrieve items for them and in return they give a random one of the user's pets a certain stat-related reward, the exception being the Earth Faerie's quest, the reward for which is not stat-related. Unlike similar quests, such as the Esophagor's or Jhudora's, one cannot use the shop wizard while on one, but to compensate, there are no time limits.
