Neopets Terms and Conditions are the terms of service each player agrees to when signing up for their Neopets account. These rules govern on-site behavior, including how many accounts one person may have (see Multiple Accounts), what is acceptable to be discussed on the NeoBoards, and what is classified as cheating or scamming.
