Samuel is a Red Scorchio who protects and saves Petpets from those who would mean them harm as Petpet Rescue Agent #1124. He is currently stationed in the Tyrannian Ruby Mine of Tyrannia, where Gargrall is using Petpets to mine for more rubies.

In the Neopedia article Petpet Rescue released on March 18, 2003, it stated Samuel went to Tyrannia right after graduation when his supervisor Taloo gave him the assignment, but it's unknown how long ago this was.
