The Chia Clown is one of the most basic 1-Player Battledome opponents that will actually fight a Neopian.

The Chia Clown carries a weak weapon assortment, with none of his weapons doing over four icons of damage. Generally defence won't be much of a problem against Chia Clown, leaving the player to focus on offense. He does, however, carry Downsize Power Plus, which blocks all damage for one turn, so a player should wait until after he's used that to use a Single Use or Once Per Battle item.
