These agencies house pets adopted from the pound or former permanent pets that are zapped in the lab and then adopted out to other users. The "foster parent" usually goes through an application period next where people send in applications for said pet. Some adoption agencies have guilds to help find support and advertise pets together. Some directories offer lists of agencies to help people find the right pet for them.

People also have no character limit, so they can explain more fully what their plans are. Usually petpage applications are set up like a normal petpage, as if the foster pet actually owned it, so that later, the owner can just make a few changes and keep it as the pet's page.

The legality of petpage applications has been at times questioned, so TNT's rules state that you must put a disclaimer that you were not forced to make an application for a pet buy their owner.

The '''Usul''' is a [[Wikipedia:Squirrel|squirrel]]-like [[Neopet]] released on November 15, 1999 as one of the original Neopets on the site. Usuls are loyal and friendly pets who prefer to live in trees. During cold weather, Usuls are the first to share their food with friends. They also enjoy grooming, and are very proud of being Usuls (the default Usul petpage mentions "Usul Power!" several times).

The Usul began to receive large attention on June 7, 2001, with the release of [[Usuki Doll]]s and [[Usukiland]], an [[item]] type and [[shop]] which focuses solely on Usul-type items. The Usul can also be painted the ''Usuki'' [[colour]], which is unique to the Usul with the '''Usuki [[Paint Brush]]'''. Because of its affiliation with Usuki, the Usul is to date the most featured Neopet in all of the items in Neopets, with newer Usuki being added every year, including on August 20, the ''Annual Usuki Doll Convention''. The name possibly comes from a mix of the words "usagi" (meaning rabbit in Japanese) and "squirrel".
