Scar is okay, but he's no Maleficent. No one deserving of the title "best villain" is going to spend so much time kowtowing to everyone he comes across. And Maleficent is a game villain too and not just a movie villain. 
I'm working my way through FF6 right now, but Kefka seems like a total chump. He does bad things because he's either furious or bored -- what a loser! Of all the FF bad guys I've seen so far, I give the award to Seymour.

I don't own that many games, but my favourite villain would have to be the giant brain thing from the game 'Otto Matic'. It's a kids game, but the villain not only looks awesome, he <i>is</i> awesome.

I think either Sephiroth (If they spent an hour animating Cloud, they spent five hours animating that *COUGH*cute*COUGH* Sephiroth!!!), or Darkside even though he scares me. I WANTTTTTTTTT MY PS2~!!!

My favorite villians ar Dr Robotnik(aka Dr. Eggman) and Bowser.

If Mid-boss were a true villain, I would say him, but he's actually the main character's father in Disgaea. Oops. Guess it's a little late for spoilers?
Other than Mid-Boss, Uber Prinny Baal, and Noir (La Pucelle), I'd have to go with Magus. He's the only one who was really a villain, because Noir was just trying to make a demonic utopia and Baal was just a guy who you fight, no villainy. And Magus, oh, wait, he joins the good side. Bleeping bleep!

Hmmm... *thinks* I'd have to say Red from Megaman X7. He has spiffeh hair. Though he really isn't a bad guy. He was just misled. Then he was killed. Red with a funky head got misled and now he's dead. O_o;;

mmm lets see, a planet eating god with a severe dislike of life in the universe, who could it be?
and the answer is....UNICRON!
older than existance itself unicron went on well heck on a path of decimation, then came primus, lord of the gods of light, they battled on and off for millenia, destroying the universe as they went (the irony wasnt lost on them ofcourse) until nothing remianed, his work done unicron went to rest....but not all was gone.
the remaining matter, energy and life in the universe drew together, and then BOOOOM! the big bang, the entire universe was once more born, unicron being a heavy sleeper didnt notice.
immagine his chagrin when he wakes to find a new universe teeming with life, and so he went about blowing stuff up again.
but this time primus was ready, and led unicron to a remote place where they battled for the final time, primus was defeated, so he fled to the energy realm and continued the fight there...and was defeated again, but, primus had lead unicron into a trap, and sealed unicron and himself in small piles of rock and junk.
unicron was annoyed. but found he could shape his prison, and consume the life forces of the universe to make himself stronger.
and then TWO forms...to...hit the universe i guess.
primus too hadnt been idle, he had made a planet teeming with life, life that too could transform from one form to another.
unicron sped towards primus, slowly atfirst, so he could gain power, but quickly speeding up.
until the last stretch, when he shut himself down and drifted the rmaining way, so that primus wouldnt sense his coming, until it was too late and unicron was tearing cyberton apart, the transformers fought back but many died in the struggle (scorponok, trypticon and thunderwing for example) but eventually optimus made the final sacrafice and destoyed unicron with the newly restored matrix of creation and himself in the process.
but unicron did return, for a dark god like himself cannot be truly stopped.( oha and primus died

She is the best villain in the world; she looks like the bride of Satan and she is just so calm, it's freaky. She is one of the top villains in Kingdom Hearts as well
