Layout Coding...Help Me!

It's pretty much like a blog, just placed a bit messy. I need it to either be in IFrames or DIV layers. I want a coloured scrollbar if possible (whole white scrollbar and a teal arrow. I can do the colours, but I can do the codes.) and I can do all the stuff that GJ wants me to do.
Please don't refuse coding it just because it's got Hilary Duff on it.
