Its time for PPT to have its own little Fantasy hockey league!
The account is over on yahoo. Its free to sign up, no credit card numbers or any such nonsense. Just a little friendly comptetion among friends!
Who knows, maybe I can scrounger a little sumpin' sumpin' for the winners.

Is there a certain number of teams we need to hit in order to "officially" have a league?

I don't believe so. We can have a maximum of 20, but I think however many people sign up by October 5th is what we go by.
