There are two methods, one is more headache inducing than the other, but the two give slightly different results.

First one:
Add your text as a selection (on it's own layer)
While your text is still selected, add a new layer, and move it below the first one.
Expand the selection by one pixel
Feather the selection by three pixels
On the lower layer, floodfill with the glow colour twice
You may adjust the amount of expansion and feather depending on the font size.

Second:
Add your text as a selection (on it's own layer)
Apply drop shadow, be sure that both the horizontal and vertical offset is set to zero, set the opacity to 100, and adjust the blur as you see fit, set the drop shadow colour to whatever you want the glow colour to be.
Redo drop shadow, changing the blur level (either going up or down by a few pixels, depending on if you started low or high).
Keep re-adding the drop shadow until the glow effect looks the way you want it.

Both tutorials were designed with PSP 7 in mind. The second one is the more headache inducing, but gives a more natural looking glow. It's especially better looking when it's used on a larger scale (for larger text).

Make your text, then go to drop shadow. Then do Vertical -1. Then go to drop shadow again, then do Vertical 1. Then do Horizontal 1, then do Horizontal -1. That's how I do it anyways.

That's how I do it, too basically. Have the settings at -1/1 and then -1/1.

Sometimes I even do 1 and 1 and then -1 and -1 for a full circle/complete effect.

And play with the opacity..or blur settings. I usually like it for 2.00 or 3.00.
