They aren't actually shooting anything down -- it's not quite Star Wars. The idea is that the laser installation on a plane can misdirect heat guided missiles.

except the corruption within the African governments is so widespread that the money will go to make a new palace for dictator X.
the Kenyans have a saying (my Aunt is kokuyu)
