I'm talking to a Chinese person (well, they say they are) who only knows a little English. Very hard to communicate. Help?

Try sign language. 
But you probably mean you're talking to them online. And in that case, other then showing them pictures of what you mean or translating your words, there's nothing you can do really.

Use the simplest words and terms you can think of, and use pictures as needed.
