Quality of post over quantity, I say. Don't look at how active/inactive someone is, as that usually doesn't really help at all. Not every villain will be active. Not every villain will be inactive. And not all people with roles that help the innocents will be active/inactive, will they? It's a sword- or, in this case, guillotine- that swings- chops- both ways.
And then there's that tricky little place in-between active and inactive, that no one ever notices or cares about. What about medium-active? You can't simply say villains are active, villains are inactive, because most aren't either. Most players, even. If you target those who stand out, who are outspoken, or who are quiet, that won't get you anywhere. Different from the rest doesn't equal bad, and it doesn't equal good.
Instead, focus on what they say. Ask questions. Be nosy. That's how you learn things. You're not going to figure anything out if you're simply accusing with little evidence. If you ask someone a question about their role, or something similar, and they avoid the question, change the subject, ignore it, or just don't have a good explanation (and, mind you, that still means nothing. Good villains will have thought-out reasons for things, and backup strategies, or even more than one strategy at work.), then accuse.
And of course, let's not forget how the people who 'act suspicious' usually are innocent, whereas the people who help you out and act completely and totally innocent turn out to be evil and out to eat your soul. Perhaps not eat your soul, then. Just kill you.
In fact, seeing how everyone, not just the villains, becomes active when everyone starts hunting down the inactive, or vice versa, you might as well choose a random player to vote on, every time. The roles are given out randomly. The Mafia, for instance, could be made up of an incredibly active person, a rather inactive person, and another person who's medium-active, who fits in with all the innocents. In fact, many villains fit in with everyone, and tend to be killed off by another baddie team. Why? The other team is looking for the Mystic/Angel/whoever. Now, isn't it odd that the villains are usually people that no one would suspect? Why yes, it is odd. Except that it's not odd, it's a rather intelligent move for the villains. Fit in with the innocents and say what you want, because villains will always be careful about what they say, right? Right. That's what most innocents think, too. =)
So, now that I've mixed things up and confused you all, I should probably get to my point. =P
Conclusion: Best strategy would be to alternate from voting for active, inactive and medium-active. Not active, active, active, then when that doesn't work out, inactive, inactive, inactive.

ETA: I still think Flatluigi's a villain. Lying is a part of the game. There wouldn't be any point if the entire game consisted of everyone handing each other pretty presents and vanilla ice cream. If he has a special role, why didn't he say so when he first saw that he was getting the majority vote? And why say so now, when there aren't even enough votes for a majority? It's pointless.
