1. Each upgrade will help you battle each of the new petpets.
2. Getting the fast power-up also helps you fill your water bar faster as well as making you go faster.
3. The type of broom handle you have doesnt affect your power that much but the mop head matters.
4. When you get all the upgrades, a small mop head but strong handle works best.
Some general game tips

I found that if you hold down the left mouse button right after you release it to wipe a pet its much easier to clean up. So basically reload the power bar right after wiping a pet or hold left mouse button, release to wipe pet, then instantly holding down the left mouse button again and do that over again and again.
As you play a little longer a variety of pets with different speeds appear. Sometimes you get a semi slow pet and fast pet. When they walk side-by-side you can actually clean them both at the same time! The area range is larger at full power: The mop goes around in a circle so if there is a little gap between the two pets you can still get them both at once (given that both are in that range). Also if you wipe a pet, but its not thoroughly cleaned just sort of “double click” to clean it up twice.
When upgrading try to pick a balanced mop to fast mop, that way you can tackle multi-pets one after another. Hope this helps.
