  Shops are either controlled by TNT, or belong to Neopets users. TNT shops are usually focused on a certain type of object or characteristic such as high priced, rare items, chocolate, or weapons. With a TNT shop, you know what the price and sort of item will be. User shops are more competitive. Users mostly aim to make a profit while selling their merchandise, so a users shop could contain any range and quality of items.
  Searching both the user and TNT shops is a great way to find what you're looking for. NOTE:No item in a user shop can cst above 99,99NP.

Really RARE items are found in the Trding Post and Auction House.
