I see that there are 5 brackets of 3 air icons. What do they mean?? IS it that it will do like 31 icons or what?

It means that it will definitely do the base 16 icons.

Then, it could an additional 0, 3, 6, 9, 12 or 15 air icons.

yup...basically it means that the intervals of damage added to the base 16 is in sets of 3
