I've been poking around over there for quite some time now, and noticed something.

The majority of the users who get their wish granted are new to Neo (meaning, not more than two months old). There ARE a few that are older than that, but not many.

Is this on purpose?

Also, does donating a larger amount of money affect the chance that one's wish may be granted?

There are so many theories on this, and once every few months, another post like this pops up... some people think the reason New members are more likely to get their wishes granted is because most older members give up on the wishing well altogether.

seriously, i have not visited there for like...years, almost forgotten till someone brings it up occasionally.
my guess is that the wishing well functions like a lottery but the amt of np you put in shouldn't affect the outcome. i think they restrict the rarity of the item you can wish for as well...obviously.

Which is why there's always plushie paintbrushes as opposed to actual ones.
