This year's Festival will begin on March 24th and end on April 8th.
Day 1 of the event will actually be a day and a half, running through March 25th.
You can find Topsi in any order or on any day once that location has been made available. However, if you decipher Topsi's clues and track him down on the day he releases that clue, he just might grant you an extra prize at the end of the Festival!
Let the Cybunnny Hunt begin! Use the clues to find the exact location where Topsi is hiding. Once you find him, he will offer you themed Neggs to choose from. Choose carefully, because the reward you get depends on the Negg you choose. Happy hunting!
Day 1: Clue: I'm not too sure why a Cybunny would need extra furs. Answer:

Day 2: Clue: Is a picture really worth a thousand words? How would you know for sure? Answer:

Day 3: Clue: Fortunate is the one who understands that there's no one quite like Topsi the Cybunny. Answer:

Day 4: Clue: There are many ways to get a weapon - this one's pretty unusual. Answer:

Day 5: Clue: Topsi loves greenery, and often looks for secluded areas where he can enjoy nature in peace. Answer:
Illusen's Glade (Meridell)
Day 6: Clue: Stay in Kyruggi's good books, and you won't have any trouble looking for Topsi here. Answer:
Tyrammet Village (Tyrannia)
Day 7: Clue: The last he was seen, Topsi was muttering something about needing a new Katana. Answer:
Wonderous Weaponry (Shenkuu)
Day 8: Clue: Neggs aren't the only things you'll find here! Answer:

Day 9: Clue: Topsi said he wanted a new buckle for his overalls. Answer:

Day 10: Clue: Well-off Neopians can enjoy a sumptious meal once they've collected their Negg today. Answer:

Day 11: Clue: Read about the historic battle between an evil Grarrl and a heroic Lupe as you poke around for Topsi. Answer:
Make sure to visit the main page before hunting. Also, be sure to collect your prize as soon as you see the prompt. The negg you select does have specific prizes, as well. I'd recommend visiting JN's Guide for a list of all the potential prizes.
I picked the Carrot Negg (over Flower and Food), and luckily, got the Negg-Filled Carrot Basket (needed for my gallery). I'm trying to decide what to do with my Magical Neggs. I'll have to keep at least one for my gallery, but whether or not to try for the Negg-related items with the others...that's the real question...

I chose the Cybunny negg hoping for the book, but I got the garland instead. P, let us know which prizes you would like for the gallery... I know I'd be willing to part with any spares (and for me, most of them are spares, like today's).

I chose the Chocolate Negg, too. It sounded yummy and I am currently hungry... i received the Chocolate Dipped Strawberry Carrots (and a Magical Negg)
Ditto what Siniri said, P. If you need something for your gallery, I'm happy to part with mine. I was hoping to get the Negg Foreground for you, but no such luck.

Thanks, y'all. You'd probably do better trying for the stamp or book. Of the NP items, the only ones left that I need are the The Festival of Neggs Cybunny (Cybunny Negg) and Chocolate Neggs Foreground (Chocolate Negg). The rest are not directly Negg-themed. I'm hoping to knock them out quickly, and then try for the Stamp.
It will be interesting to see if it's even possible to get doubles - it may not be, as there's supposed to be 15 days of the event, and 15 prizes.
Ugh, I hate it when they do these extra NC negg things (especially making them no trade items). It makes it SO hard for those of us with Negg galleries! (Not that they haven't done so for how many years now?) From what someone said on the boards, there's an extra prize for dusting each negg 5 times (hidden in the code)...meaning another potentially harder item to trade for. I don't think I can dust my own magical neggs without risking losing them, so I'm just going to leave them alone, and trade for the items.
