Agreed it is makes no sense when Unemployment is 0% and someone leaves because they can't find a job.

The unemployed person returned to town because the train broke down on his way out.

Technically, unemployment of 0% is really anywhere from 0 to less than 0.5%, and there are over 2500 people in PPTown, so up to 12 people could be unemployed at 0% unemployment. It's like the math joke: 2+2=5 (for very large values of 2).
