That is a screenshot of a flash animation by David Lanham called "Kittytank". The exact loaction is here: http://dlanham.com/art/kittytank/ (move your cursor over the tank to activate the animation)

I highly doubt it's Lanham who put it on Threadless, as he has his own shop (on his site). So yeah, it's probably an art thief. Art thieves should fry :x

No, the same guy ripped two other DA pieces. I just didn't have proof for this third one. :P
