It also happens sometimes when you try to login with an incorrect password. I have to login so rarely(since I only play from home) that sometimes I forget what password I use, and it's popped up. I freaked out(because I made up a birthdate) and resigned myself to trying every day of the year until I figured it out, then discovered it was my regular birthday with the year changed.

No, but it's convenient in many places to appear to be above or below a certain age. Neopets is one such place. Many, many, many moons ago, when I still fell into the "under thirteen" age range, I would usually add enough years to my birthdate to appear eighteen. It kind of becomes standard practice to lie about your underagedness when you're, say, taking long involved online quizzes and only discover when you get to the end that you have to sign up for the quiz site and they don't allow minors.
