Macromedia Flash I recall
Photoshop is also a great program, and some even say Corel Painter is pretty darn good.
Corel Painter is absolutely fantastic. It can produce realistic looking media such as acrylics, watercolour and oil and has been used numerous times by myself- including in the production of my NT comic.
The only drawback is that it's currently limited to
Windows XP users only. I have no idea about Mac requirements, but I know I had to wait until I upgraded from Windows ME to be able to purchase it. ):
Beware though. It's extremely costly. You could look around with a trial though. Personally I favour it over Adobe and everything else, though I have yet to try Flash.

How come in the TCG: Darkest Faerie edition there's a Yellow Gallion, but no such option to paint your Gallion this colour exists?.
