No, it's not. It's a very old and frequently used artist's rendition of Neopia. If you notice, the Sky Lodge is even featured for Terror Mountain.

As the image url indicates, it is a Neopian Times issue #99 image. This means it was created for the #99 issue but is used whenever needed in future issues.
