Don't we have to wait for Valentines day for the cards to give the sidebar? Or do they give the sidebar already?
If the cards restock again on Valentines day, I'll probably look into restocking them again, upon which I'll offer special discounts to PPTers when I sell them. (I already have the sidebar, got it by giving Yurble the Kid a card)

The sidebar only activates during Valentine's Day. So you have to send/receive the card while it's still Valentine's Day, so don't go sending them off right now or after Valentine's Day is over.
The cards which are needed to gain the avatar are only sold on Valentine's Day as well.

They have started restocking today. My friend snagged around 8 of them.

I'm glad I sold mine for 540k a week ago, haha, I got it from a kitchen or esophagor quest, can't remember. Might try and restock some.

Question: do these not restock with every restock, or are they just gone so quickly that someone refreshing every few seconds during a restock wouldn't see one?

They don't restock EVERY restock, but they restock fairly often.
Around 80 - 250 restock every restock for 200 - 300 neopoints each.

I presume, like a normal item, it restocks occasionally. I heard people restocking 2 at each restock, earlier, so, with the 5 second rule, they musn't be gone in a flash, and there are over 100 of them. They have a rather low rarity though, so they should often.
