I'm not really sure how you'd track it. Maybe you could start scratching a card and keep checking on the jackpot every now and then without finishing the card? It seems like far more trouble than it's worth, though.
Yes and no. I remember a time quite a while ago when the jackpot at Haunted Scratchcards was at 20 million. The extremely expensive ones, which normally go a lot lower, were selling like wildfire for millions each. However, the winter and desert ones fluctuate pretty rapidly, so they don't change price much.
