That sounds very plausible. I haven't seen anybody with the avvie yet, so I'm thinking they just haven't made everything active.

No, it was activated. You just have to look up an aged mutant bruce.

If you don't believe me, try some other younger bruces on a side account!

It wasnt active. I looked up a mutant bruce(mine of course :p), didnt get it, and just now looked up the same bruce, and then got it.
