I think it is a red-herring, a miss-filed scroll indicating something is wrong - and the popularity of it on the card catalog is due to it being the largest floor area with maybe the most scroll racks to search making for lots of work.
It is not a red herring or a glitch. We got confirmation of this so now we just have to figure out how to get the message and what to do with it once we have it.
