It might be once every 6 hours (or 4 hours if there are only 4 crystals). I first got light at 8 NST. I have refreshed randomly and I have gotten light every time and still get it at 8:42 NST. The window appears to be one hour once you get the light. My crystal is YRB in case someone wants to compare.

I like the theory that the colors are used with the tablet. I'm worried that it's like the part where you had to click on the symbols in the comic and you won't know you've done it correctly until you're through with all of them.

That works. Dividing along the hour was one of my other guesses.

Forgive me for my ignorance but I don't understand the instructions. Ive just looked at the Blue Card Catalog Room and am I now finding a scroll that matches my sybol (Lat) or All the catalogs?

I found someone on the neoboards with the same crystal as me (blue, red, yellow) who got the light at 8 NST. I didn't. So... bah.

Go to your inventory and click on your useless crystal. Look at the top 3 colors.

Click on it in your inventory. The colors should be on the top of the crystal as three dots.

whew... that was ALOT of reading and catching up. Based on how many splits I missed today I thought for sure you guys had it all figured out!! I like some of your theories and will get on helping to test them ASAP!!

Apparantly you can use the Crystal at the Rep. even when it's in your SDB

I couldn't say either way.
I know that I did a little exploration before I heard about the light and went back to the room to wait (and wait... and wait... and....), so I'd already checked the three Catalogs.
My speculation is that you don't need to go to the Catalogs first. But don't take my word for it.
