It won't let me buy from shops... o.o

Someone else said they had the same problem. But it works for me , and I can't figure out why...

I can't buy from shops OR withdraw np from my shop till... What is wrong?!

EDIT: also, can someone show me an example of a set of filters that will change the image of your pet? I'm really dumb when it comes to computers... x_X thanks in advance!!

I'm starting to think it might be a default setting in proxy that's stopping us from playing neo properly... maybe I should just undo everything there first and see what happens...
