The latter makes no sense especially in Scotland where you are an adult at the age of 16 (but then again that means not being able to drink til your 18, or drive til your 17 makes little sense either). That might be the same for England & Wales - I'm not sure. (Also I think there is a Uc which is like universal but aimed at kids exclusively, eg the Wiggles or something like that).
I'd be surprised if neopets was anything other than a U here, I'd be delighted if it was a 12A though xD
