it shouldnt take months to turn them back on again though, its a couple of hours or something. You just go to the quest page in faerie land and she will tell you how long you have to wait, and then if you go back when the time is up she will tell you that you can have quests again!

But the faerie queen usually gives a decent reward so maybe its worth it anyway!

I think the fire faerie increases attack power... It's the earth faerie that does nothing to help except makes your pet bloated.
