It sounds to me like the person started a new account (maybe they already have 4 pets on their other account), either bought or had a yellow magical poogle toy, sent it over to the other account and gave it to the pet.
Many people do things like that. As long as they're not restocking on the new account (if it's not their new main account) and just sending something from their current main account, I don't see that there would be a problem doing that.

Restricted pets are the ones that ARE available, but you have to do something special to get them. Like...take the Krawk for example. You have to get a Krawk petpet, then hike on over to the Fungus Cave in Krawk Island to turn it into a normal neopet.
Limited Edition means that there's only a limited number in Neopia. There are only a certain amount available to create (say 100,000), and when 100,000 of those pets have been created, then no one else can create one. Unless they release more, which they sometimes do.
You could still get restricted and limited edition pets through morphing potions and stuff, but it gets expensive.
As for why they're on the Create-A-Pet thing...no idea. Maybe they just wanted to show people every pet that they could create, even though some take more effort to get?

Probably the pound, or it might be a secondary account, with a magical plushie or morphing potion transferred from that person's main account.

i think somebody started saying this before, but i dont think neopets always says when they release more pets... when its a big day, like poogle day, or they feel generous, they'll announce it, and they'll release a buttload of them. however, sometimes they just release a smaller ammount.. maybe a few thousand, or .. A thousand, and dont say anything... *probably so they dont get a ton of people making them just because they can make them..... *
ive seen that happen... a friend of mine actually created an account, and was able to make a limited edition pet... i believe it was a jetsam....
