It's extremely rare, and I don't think ANYBODY has one.

Wait, user lollipopshoes does, but she's the only one I can track down. Apparently, it's now impossible to get one.

I'd imagine it was some kind of random contest one-off prize. However, people have been told in random events in the past that their pet's stomach is rumbling and maybe they should feed it an 00 Negg, so, this is a long shot, but it might be possible to get it as a random event...

I think the baby negg doesnt exist anymore. It was given to a staff member who sold it, then the person who bought it used a cheating program and duped it. Then TNT turned it into Sparkling Apple Juice.

I've heard of the 00 Negg, I think a LONG time ago, like... 3 years? It was availble at the neggery. Not sure though... Anywho, its probably a near extinct item.
